À la fin des années 90, la NSA met au point une nouvelle technologie de surveillance permettant aux agents secrets d'écouter et de voir n'importe qui, via son téléphone même éteint. Une jeune galeriste italienne trouve un jour une serviette contenant des documents confidentiels sur ce projet intitulé "Echelon". Elle devient alors la cible d'Ashe, un homme de main de Wendell Crenshaw, collaborateur de la NSA.
